The standards do not specify the safe radiation dose that the general public can receive each year. For specific populations, such as those who may be close to facilities generating ionizing radiation, the standards state in the appendix that their average annual dose should not exceed 1 mSv. In special circumstances, if the average annual dose over five years does not exceed 1 mSv, the dose for a single year can be increased to 5 mSv.
However, it should be clear that the dose limits given in the standards exclude unavoidable background radiation to humans. In addition, these dose limits specified in the standards are for effective control of the application and practice of nuclear technology, and are not safety values for judging whether the human body is harmed.
